Latvia Transformers Dismantled for Ukraine Power Grid Restoration

Decommissioned Power Plant Transformers from Latvia’s Riga HPP is Being Dismantled for Grid Restoration in Ukraine.

Dismantling has begun at the Riga Hydroelectric Power Plant (Riga HPP) in Latvia to recover high-voltage equipment for transfer to Ukraine, as part of a European-supported effort to restore damaged power infrastructure.

Ukraine’s Energy Minister Denys Shmyhal confirmed that critical electrical assets, including large power transformers and associated substation equipment, are being removed for redeployment to substations in regions including Kharkiv and Kyiv.

The project is being financed by the German government, with the German Federal Foreign Office allocating more than €1 million to support dismantling, transport, and logistics operations.

According to Ukrainian officials, the initiative is part of a broader program to source and repurpose equipment from decommissioned European power plants. Similar recovery efforts are underway in Latvia, Slovakia, Austria, and Croatia.

Previous shipments from European facilities have included high-voltage transformers, transformer oil, compressors, and generator components. In earlier phases, equipment from the Vilnius HPP in Lithuania was delivered under a coordinated European Commission logistics program involving more than 2,300 tonnes of heavy electrical infrastructure, including transformer units and large rotating machinery.

The reused assets are intended for emergency restoration of substations and transmission nodes damaged by repeated grid disruptions and infrastructure damage.

From a power systems perspective, the project highlights increasing demand for high-capacity power transformers, grid restoration equipment, and mobile or redeployable substation components capable of rapid integration into national transmission networks under emergency conditions.
