SCE Wins Approval for $500M Alberhill Grid Project After 17-Year Process

U.S. utility Southern California Edison has received regulatory approval for its Alberhill System Project, a major grid infrastructure investment aimed at improving reliability and resilience in western Riverside County.

The approval was granted by the California Public Utilities Commission following what the company described as a long and complex process. The project, valued at nearly $500 million, is designed to strengthen electricity supply for nearly one million customers in the region.

Announcing the milestone, SCE President and CEO Steven Powell said:
“Earlier this month, after a long and complex regulatory process, the California Public Utilities Commission approved our Alberhill System Project, a nearly ~$500 million investment we first proposed in 2009 to strengthen system ties and improve reliability and resiliency in one of the most heavily loaded parts of our grid.”

The project includes the construction of a new substation near Lake Elsinore, new 500 kV transmission infrastructure, and more than 20 miles of 115 kV transmission lines.

Powell added:
“This will transfer about 400 MW to the Alberhill system and give the region a grid that is more reliable, resilient and ready for the growth ahead.”

Construction is expected to begin later this year, with full operation targeted for Q4 2029.

The timeline of the project highlights the challenges often associated with large-scale energy infrastructure development. Reflecting on the process, Powell noted:
“Seventeen years from first application to approval. That's the reality of large-scale grid infrastructure — and why modernizing siting and permitting must be part of our state’s electrification and decarbonization strategy.”

He also acknowledged the efforts behind the project’s progression:
“I’m proud of the teams who stayed with this effort over many years and grateful to our partners who helped move it forward. Most of all, I’m looking forward to getting this critical infrastructure built for the communities we serve.”

The Alberhill System Project forms part of broader efforts to modernise California’s electricity grid, supporting growing demand, improving resilience to extreme conditions, and enabling the integration of cleaner energy sources.
