Montenegro’s CEDIS Invests EUR 30 Million in Grid Modernization

CEDIS, Montenegro's electricity distribution system operator, has announced a EUR 30 million investment in 2025 to modernize and expand the country's distribution grid. This represents a EUR 6 million increase over last year, reflecting the growing complexity and demand on grid infrastructure.

 

According to CEDIS, the investments aim to boost capacity for new users, improve voltage quality, enhance supply security, and reduce losses across the network.

Key projects include the construction of two 35/10 kV substations in Tivat 3 and Rijeka Crnojevića, modernization of systems in Buljarica-Kufin (110/35 kV) and Podgorica 7 (110/10 kV), and reconstruction of seven substations in areas such as Tuzi, Andrijevica, and Velika Plaža. The company has allocated EUR 1.4 million for new equipment for 35 kV transmission lines.

A EUR 35 million loan from the European Bank for Reconstruction and Development (EBRD) will support the deployment of SCADA and ADMS systems, and the rollout of smart meters--critical steps for network modernization.

Additionally, a subproject under the World Bank-funded Decarbonization of the Energy Sector of Montenegro will help enhance grid visibility and operational efficiency.

CEDIS is also investing EUR 5 million in power infrastructure for the Jaz-Tivat Boulevard, building 268 secondary substations, upgrading 10 kV lines, and replacing 1,500 poles as part of a broader middle- and low-voltage grid revitalization. The fourth phase of the Advanced Metering Management (AMM) project, valued at EUR 12 million, will launch this year.
