EU Opens Safeguard Probe Into Transformer Steel Imports
The European Commission has launched a safeguard investigation into imports of grain-oriented electrical steel (GOES), along with transformer laminations and cores, marking a significant expansion of EU trade defence measures.
The products under review were not previously covered by existing EU steel safeguards. Their inclusion signals a shift in policy focus toward materials considered critical for Europe’s energy infrastructure.
GOES is a key component in the production of power transformers, which are essential for electricity transmission and distribution. As the EU accelerates electrification and renewable energy integration, demand for such components has increased.
The investigation will assess whether rising imports are causing, or threatening to cause, serious injury to EU-based producers. Safeguard measures differ from anti-dumping actions in that they do not require proof of unfair trade practices, only that import surges harm domestic industry.
If the investigation concludes that injury exists, the EU may introduce measures such as tariffs or quotas to limit imports.
The move reflects growing attention within EU policy to securing supply chains for strategic sectors linked to the energy transition. It also highlights concerns about maintaining domestic production capacity for critical industrial inputs.
